Owens Nullifies Biden’s Radical Rewrite of Title IX

WASHINGTON — Congressman Burgess Owens (UT-04) helped pass H.J. Res. 165,  legislation to nullify the Biden administration’s radical Title IX rule, which allows men to enter women and girls’ private spaces.

“House Republicans will not let ideological extremism erase decades of progress or endanger the future of women’s sports,” said Rep. Owens. “When Title IX became law in 1972, it was a watershed moment for the hopes and dreams of every woman and girl in America, ensuring they could compete fairly and excel on the field, free from discrimination. The Biden administration is denying biological reality, stripping away Title IX protections, safety, and fairness in the name of ‘equity.’ Today, House Republicans took a stand to nullify this nonsense and uphold fairness and equal opportunity for our daughters to train, compete, and win.” 

Background: 

  • In April 2024, the Biden administration announced its final Title IX rule, which removes female-only spaces such as locker rooms, bathrooms, and other sex-separated areas. 
  • Additionally, the rule allows biological males to compete in women’s sports and organizations. The rule also undermines existing due process rights and places both student institutions at legal jeopardy, further dismantling protections provided by Title IX and threatening decades of progress for women and girls across America.
  • H.J. Res. 165 would stop the administration’s final Title IX rule so that educational institutions can continue to protect the safety of women and girls and their access to educational opportunities.
