Owens Defends Women’s Sports

WASHINGTON — Congressman Burgess Owens (R-UT) voted to pass the Protection of Women and Girls in Sports Act, legislation he co-sponsored to ensure a safe and fair playing field in competitive sports by requiring that school athletics comply with Title IX’s recognition of a person’s reproductive biology and genetics at birth.

“Title IX opened doors for women and girls in sports, but that progress is under attack as radical policies force them to compete against men,” said Rep. Owens. “I’ve stood on the sidelines watching my five daughters and twelve granddaughters pour their hearts into the sports they love. We should never accept men stealing their opportunities, dominating their competitions, and erasing their records. The Protection of Women and Girls in Sports Act defends their future, protects their dreams, and ensures the level playing field they’ve earned and deserve.”

Background:

The Protection of Women and Girls in Sports Act strengthens Title IX’s existing protections for women, ensures a safe and level playing field for female athletes, and protects the law from the radical regulatory scheme envisioned by Democrats. Specifically, the bill:

  • Clarifies that a recipient of federal education funding violates Title IX’s prohibition against sex discrimination if the recipient operates, sponsors, or facilitates athletic programs or activities and allows a person whose sex is male to participate in an athletic program or activity that is designated for women or girls.
  • States that sex in the athletic context must be recognized based only on a person’s reproductive biology and genetics at birth.
  • Clarifies that the bill’s provisions do not prohibit schools or institutions from permitting males to practice against women’s sports teams, protecting the longstanding routine of some women’s athletic programs of practicing or scrimmaging against males.
