WASHINGTON – Higher Education and Workforce Development Subcommittee Chairman Burgess Owens (R-UT) introduced the Outdoor Recreational Outfitting and Guiding Act to reduce regulatory burdens on Utah workers in the outdoor outfitting and guiding industry.
“The Outdoor Recreational Outfitting and Guiding Act is a return to common sense, ensuring Americans can keep doing what they do best without being bogged down by outdated, one-size-fits-all regulations from Washington bureaucrats,” said Rep. Owens. “The current overtime rules don’t account for the seasonal, unpredictable nature of outdoor work, creating unnecessary hurdles for an industry that’s a vital part of Utah’s economy. This bill removes those barriers, allowing guides and outfitters to focus on delivering the exceptional experiences that make Utah and the great American outdoors a top destination for recreation, while supporting thousands of jobs and local communities.”

Background:
Currently, outdoor recreation providers operating on federal lands face stricter overtime requirements than other sectors. Given the nature of outdoor guiding work, employees often exceed the overtime threshold in just a few days, which forces companies to either replace guides mid-trip or reduce customer opportunities. The Outdoor Recreational Outfitting and Guiding Act will exempt eligible employees from these restrictive overtime limits, enabling the industry to thrive while maintaining high-quality service and safety.
According to the Utah Division of Outdoor Recreation, Utah’s outdoor recreation sector contributes over $6.1 billion to the state economy and supports more than 66,000 jobs. This bill would provide the necessary flexibility to expand this vital sector.
